100% Kāinga Ora Redevelopment Panel – Auckland

Kāinga Ora has established a 100% Kāinga Ora Auckland Redevelopment Panel. This is an Open Panel, meaning that any party can apply to become a member at any time. This panel is the established pathway for residential construction services to be procured by Kāinga Ora for the Auckland region and covers the following residential construction services:

  • build only under a 1-stage contract where Kāinga Ora has sourced the resource consent and the panellist secure the building consent and delivers all services through to delivery handover; and
  • detailed design and build under a 2-stage contract where the panellists secures the resource consent on Kāinga Ora's behalf in addition to the services provided under the 1-stage contract

In applying, Kāinga Ora requires potential panellists to provide information on their experience, Health & Safety (policy and practises), financial position, in addition to advising where in Auckland a potential panellist is keen to build, and what volume/typology category their company is interested in. The volume/typology categories are:

  • Micro: Up to 10 units per project;
  • Small: 11-30 units per project;
  • Medium: 31-80 units per project;
  • Large: 81+ units per project;
  • Three Storey Walk Up; and
  • Multi-storey: 3 storeys and above.

The typologies of the units in the volume categories include stand-alone, duplexes and terraced housing, and the term “unit” indicates the number of individual (titled) residences per project.

100% Kāinga Ora Redevelopment Panel – Christchurch

Kāinga Ora established a 100% Kāinga Ora Redevelopment Panel (Christchurch) in April 2017. The Panel consists of organisations that provide design and build services for the construction of new dwellings in the Christchurch region.

This is a closed panel and no longer accepts applications.

Kāinga Ora Architects Panel (Auckland)

Kāinga Ora has established a panel of services providers for Architectural Services for Redevelopments in the Auckland region. The scope is for architectural services that are required to complete the conceptual design phase of new home projects in the Auckland region, up to and including the provision of Resource Consent approval. This includes but is not limited to:

  • design management and coordination,
  • consultation with council and other stakeholders,
  • preparation and revision of conceptual design, and
  • Resource Consent documentation.

This is a Closed Panel and at this time, Kāinga Ora is not seeking any additional architectural services providers to augment the panel.

Offsite Manufactured Solutions Panel

Kāinga Ora has established a panel of delivery partners for the provision of Modular & Pre-Fabricated housing solutions in the form of complete dwellings, (inclusive of kitchens and bathrooms) and/or offsite build methodologies.

Demolition Contractor Panel

Kāinga Ora has an ongoing requirement for demolition contractors to undertake demolition and site clearance works on a number of sites in the Auckland region. The demolitions will be a mix of planned and unplanned work.

Planned demolition relates to the removal of existing dwellings and the preparation of the sites ready for redevelopment or for on sale. Unplanned demolition is generally undertaken when repair or reinstatement of the dwelling has been deemed uneconomical. For example fire or chemical damaged buildings.

Kāinga Ora has established a panel of pre-qualified contractors for this work. The panel is open and any party can apply to join at any time.

Kāinga Ora Civil Contractor Panel (Auckland)

Kāinga Ora has established a Civil Contractor Panel for the Auckland region. This is an Open Panel, meaning that any party can apply to become a member at any time during its operation. This Panel covers civil and landscaping works in the Auckland region.

The Panel gives Kāinga Ora the opportunity to effectively procure civil works and landscaping activities relating to redevelopment projects, rather than having to restrict the selection of suppliers (for the construction of dwellings) to developers who have these resources available. This will reduce the risk of delays to housing projects/programmes, some of which are urgently required to be completed.

The Contract types to which this Panel RFP applies are:

  • Construct Only Civil Works Measure and Value
  • Construct Only Civil Works Lump Sum

It is anticipated that most of the contracts for panel projects will use the Measure and Value contract. Panel members have been selected on the basis of their capability and resources (as assessed by Kāinga Ora) to undertake projects in the following categories:

  • Micro: <$0.5m per project;
  • Small: $0.5m to $2m per project;
  • Medium: $2m to $5m per project; and
  • Large: Projects over $5m

Kāinga Ora Regional Development Panel (excluding Auckland and Christchurch)

This panel was established in October 2018 in support of the build programme for the regions. The Panel consists of organisations who have the experience in providing design and build or build only services in the select regions, are willing to be part of a panel for building development opportunities and have experience in constructing 5 or more dwellings per annum.

Performance Based Maintenance Contracts (PBMCs)

Kāinga Ora has established supplier relationships with the providers of maintenance services through to 2019. In this supply arrangement, the appointed head contractors are responsible for all responsive maintenance on the Kāinga Ora properties within their assigned region(s). Kāinga Ora’s portfolio of 64,000+ dwellings is divided into 13 regions across the country. The head contractors for the region also undertake a range of remedial and planned maintenance programmes.

This opportunity was tendered in 2013 with the contract period being a 5+1 year agreement, concluding on June 30 of 2019 or 2020 should Kāinga Ora exercise its right to extend the contract a further 1 year. In providing the services, the Head Contractors engage subcontractors across various trades and this varies from contractor to contractors.

National Supply Agreements (NSAs)

Ancillary to the regional PBMCs, Kāinga Ora has 13 contracts known as the National Supply Agreements (NSAs).The NSAs are for products and materials specified for use on the Kāinga Ora housing portfolio for maintenance and capital improvement initiatives. The contract categories are a mix of supply-only and supply-and-install service provisions, and are as follows:

  • Building and hardware supplies;
  • Carpet supplies;
  • Vinyl supplies;
  • Decorating supplies;
  • Electrical supplies;
  • Plumbing supplies;
  • Solid fuel heating products;
  • Stove (hobs and ranges) supplies;
  • Mechanical Ventilation products (supply & install);
  • Curtain supplies (supply & install);
  • Roofing materials and replacement (supply + supply & install);
  • Heat pumps (supply & install); and
  • Insulation (supply & install).

The NSA contract opportunities were tendered in 2013/14 for a contract term of 3+2+1 (years), which commenced 1 July 2014.
