Kāinga Ora – Homes and Communities has established a number of supply relationships for the provision of goods, services and works.
Supplier Panels
Kāinga Ora – Homes and Communities engages with suppliers on various panels to procure works and services to undertake the build program and maintenance activities on existing properties.
The pre-qualification of these suppliers is based on the following factors:
- Evidencing capability, track record and capacity to provide the works or services suited to specific scope
- Evidence of requisite levels of Insurance and Health & Safety requirements
- Accepting terms and conditions of specific contract types
- Alignment with our five Building Momentum areas of focus where appropriate
- Alignment with Strategic Social Procurement guidance where appropriate
As part of our focus on improving the efficiency and effectiveness of our residential construction program we will regularly review all existing panels to efficiently deliver growing volumes of work.
Listed below are the existing Kainga Ora panel arrangements.
In line with our Building Momentum plan and the Construction Sector Accord, we have established a couple of preferred supplier panels for construction consultancy services.
- Engineer to Contract
- Architecture, including urban design, landscape architecture
In 2022 we released RFPs for Engineer to Contract and Architectural Design construction consultancy services, with these opportunities now closed. We had a number of other panels under consideration, but will not be progressing those at this time.

This supports the build programme for the New Zealand regions. The Panel consists of organisations who have experience in providing either design and build or build only services and are willing to be part of this panel.

The volume/typology categories per project are:
- Micro: Up to 10 units
- Small: 11-30 units
- Medium: 31-80 units
- Large: 81+ units
- Three Level: Walk Up
- Multi-storey apartments: 4 storeys and above.
The typologies of the units in the volume categories include stand-alone, duplexes and terraced housing, and the term “unit” indicates the number of individual (titled) residences per project.

This consists of delivery partners for the provision of Modular & Pre-Fabricated housing solutions in the form of complete dwellings or components (such as kitchens and bathrooms) and/or offsite build methodologies.
Kāinga Ora had previously established a National Demolition Contractor Panel. This is now a sub-category in the Kāinga Ora Site Clearance Panel (Demolition category).
The Demolition and National Deconstruction sub-categories are currently closed to new applications.
The National House Relocation sub-category is currently open to applications (closing on 31 May 2023).

Te Mahi Ngātahi Maintenance Partners are in place for all urgent, responsive and planned maintenance of our Kāinga Ora homes. We currently work with five Maintenance Partners, each operating in different regions throughout New Zealand.

Kāinga Ora has 12 contracts known as National Supply Agreements (NSAs). The NSAs are used throughout Kāinga Ora and are specified for use on the Kāinga Ora housing portfolio for maintenance and capital improvement initiatives. The contracts are for material supply only of the following product categories

- Vinyl
- Paint
- Electrical
- Plumbing
- Solid Fuel heating

- Stoves and Range hoods
