Resetting Kāinga Ora
In late 2024, Kāinga Ora began a major reset to restore financial sustainability and sharpen our focus on our core mission - providing and managing social housing.
The reset was essential to address rising costs, operational inefficiencies, and an unsustainable financial model. That work is now complete. We’ve delivered significant improvements in tenancy management, housing renewal, organisational performance, and cost control. Now, we’re entering the next phase of transformation.

What We’ve Delivered
Our reset has delivered real results for tenants, communities, and taxpayers:
- Better tenancy management
- Tenant satisfaction rising
- Rent debt significantly reduced, with fewer tenants in debt.
- Clear expectations that rent must be paid and neighbours treated with respect.
- Complaints about disruptive behaviour trending down
- Housing renewal and delivery
- 4,300 new or upgraded homes completed in FY25
- Hundreds of older homes renovated to modern standards
- New standardised designs introduced to cut build costs and speed up delivery
- Improved organisational performance
- Workforce reshaped — FTEs reduced from 3,398 to 2,285
- Annual maintenance costs cut by $123m, without reducing service levels or asset quality.
- Vacancy turnaround times improved by 13%
- Stronger financial position
- Operating savings in FY25 exceeded by $170m
- Peak debt reduced by $1.5b from forecast
Looking Ahead: Transformation
With the reset complete, we’re moving into a new chapter — true transformation. Our incoming Chief Executive, Tracey Taylor, shares her vision:
