Kāinga Ora is consulting with our people on change processes in response to changing priorities and to achieve further savings, while maintaining the delivery of our core functions and services.

Consultation is with teams across the organisation, and will continue throughout the year.

Driving this change is a need to adapt to lower volumes of work for some programmes, reduced Budget appropriation funding and the need to identify further potential savings.

This is a continuation of the work commenced last year to achieve more efficiencies across Kāinga Ora which included reducing some support (or back-office) functions.

In November 2023, Kāinga Ora introduced recruitment restrictions for all roles that were not frontline or customer facing, and removed 300 roles from budgets. We have not been replacing people as they left, and we have not renewed fixed term roles as they ended.

A commitment to our people

Kāinga Ora is committed to making sure that our people are the first to learn of any changes that are proposed.

We are very mindful of the impact this work will have on our people so we are taking a staged, considered approach that enables us to support our people through the process. Kāinga Ora is offering voluntary redundancy to people in some affected teams.

We are keeping the Public Service Association informed at each stage.

Change impacts and proposed numbers

Consultation on change programmes have commenced, or will be starting, with teams in the following business groups: People Governance and Capability; National Services; Commercial; Urban Planning and Design; Strategy Finance and Policy and Te Kurutao Group Māori.

Where we have completed consultation or it is already under way, the proposals could reduce employee numbers by 200.
