The $1.4 billion investment will enable up to 16,000 new homes on Kāinga Ora land in Mt Roskill, Northcote, Mangere, Tāmaki and Oranga – including around 2,000 additional public homes, 4,000 replacement Kāinga Ora homes, and 10,000 additional affordable and market homes.

The increased infrastructure capacity will also create potential for up to 11,000 homes to be enabled on adjacent privately owned land.

Kāinga Ora General Manager Urban Development and Delivery, Mark Fraser, says today’s announcement supports Kāinga Ora and its partners to increase the quality and scale of housing in Auckland.

“Kāinga Ora, through its large-scale projects, is leading the largest urban regeneration ever undertaken in New Zealand. This multi-billion dollar programme will transform suburbs and communities, and meet Auckland’s critical need for more high-quality housing.

“Today’s funding announcement means we can continue to expand on the work that we have already achieved in our Auckland large-scale projects, to develop more build-ready land and accelerate delivery.  

“It is also not just about the number of homes. The increased funding will enable wider community and infrastructure outcomes such as significant upgrades in wastewater, stormwater and clean water capacity across all five suburbs – impacts that will be felt for generations to come.”

The Government funding, which is complemented by investment from Auckland Council, will support specific work programmes at each of the large-scale projects over the next five years. These work programmes include:

  • Mt Roskill: land decontamination and an upgrade of water infrastructure and addressing flooding issues on 62.8 hectares to enable approximately 5,400 homes.
  • Tāmaki: decontamination work, transport, and water and stormwater upgrades across 90ha ready for around 4,400 homes.
  • Mangere: decontamination works and water and storm water upgrades across 68ha for around 3,800 homes.
  • Northcote: upgrades across 8.2ha will create build-ready land for around 1,200 homes.
  • Oranga: infrastructure work across 15.6ha includes transport upgrades, including walking and cycling to create build-ready land for around 1,000 homes.

The $1.4 billion investment is part of the Government’s $3.8 billion Housing Acceleration Fund (HAF), announced in March 2021. The HAF includes $350 million for the Maori Housing Acceleration Fund and an approximately $1 billion contestable Infrastructure Acceleration Fund as well as increased investment in Kāinga Ora large-scale projects.

What are Large Scale Projects (LSPs)?  

LSPs are long-term urban renewal projects located in areas with significant Kāinga Ora land and public houses that need replacement. LSPs present an opportunity to provide new fit-for-purpose public homes, increase housing supply across a range of tenures, and increase housing density in places close to jobs, schools and services.  

There are five LSPs in Auckland:

  • Mt Roskill(external link): Over the next 10 years, approximately 11,000 new, high-quality homes will be built in the Mt Roskill development, which currently encompasses Roskill South, Ōwairaka and Waikowhai.
  • Mangere(external link): Over the next 10-15 years up to 10,000 new homes will replace approximately 2,700 state houses in the Mangere development, which currently encompasses Mangere West and Aorere.
  • Tāmaki(external link): Approximately 10,500 new homes will be built over 20 years in the Tāmaki development. Kāinga Ora is working in partnership with the Tāmaki Regeneration Company on this project.
  • Northcote(external link): A total of around 1,700 new homes will be built in the Northcote development, which is approximately three years away from completion.
  • Oranga(external link): Come completion in about eight years, approximately 1,100 new homes will be built.

There is also one LSP in Porirua(external link). Kāinga Ora is leading these developments in partnership with local councils, iwi, the private sector, and the community.

Work on the LSPs started in 2017, and investment has so far supported the delivery of 3,850 homes.
