This document sets out clear strategic outcomes for transport within Kāinga Ora developments and communities, with a firm focus on ensuring that active and public transport modes are truly viable for everyone.

This is a response to the once-in-a-generation opportunity that Kāinga Ora has to improve the lives of thousands of New Zealanders by making transport systems work better, particularly for people who experience transport poverty. Kāinga Ora will achieve this by giving people choices as to how they get around. We will prioritise people, while helping to reduce our collective dependence on cars. We also intend to deliver safer, more attractive streets, in partnership with local authorities, which prioritise walking, cycling, and public transport. The Sustainable Transport Outcomes will also inform place-based initiatives to address local barriers to active transport modes.

The outcomes reflect national legislation and policy around transport, decarbonisation and mode shift at all scales of operation. We developed the document by working closely with key internal and external stakeholders and partners. Particular thanks to Waka Kotahi NZ Transport Agency, Auckland Council, Auckland Transport, Porirua City Council and local iwi, who have helped ensure the outcomes build upon, and align with, national and local direction.

Bryan Sherritt, Director Road to Zero | Kaiwhakahaere Rautaki Ministry of Transport called the document “truly uplifting”.

“It is a heart-warming read, and is completely aligned with everything that we are trying to achieve with Road to Zero.

“Reductions in vehicle kilometres travelled will lead to emission reductions, but will also have a significant impact on death and serious injury. I particularly liked the target of 95% of local streets in the neighbourhood have observed speeds below 30km/h, which is very commendable.

“The challenge you now have, is the same one I have, and that is delivering on ambitious outcomes – but it’s a good problem to have, and one that I am sure Kāinga Ora is really focused on,” said Bryan.
