Update on Bonair Crescent - 14 March 2024
We have decided we are going to sell the land we own in Bonair Crescent, Millwater because delivering public homes there is no longer financially viable.
Costs facing builders and developers across the country have risen significantly and the economic environment and property market have changed since we bought the land in 2020.
Selling the land makes the best economic sense in the current environment.
We remain committed to exploring opportunities to increase the supply of public housing in the Hibiscus and Bays Local Board area to help provide homes for families on the Housing Register.
Overview
Earlier this year we enlisted the help of an independent engagement company, Community Think, to help us tap into the different communities and draw out different voices so we could gather a wide range of perspectives about the housing needs in the Hibiscus and Bays Local Board area.
Our aim was to have a meaningful dialogue about the need for public and other types of housing in the area and the role that Kāinga Ora can play in helping to address some of that need.
Between March and June 2023 Community Think engaged extensively with the communities in the Hibiscus and Bays area.
Community Think has now submitted a report detailing the community feedback that it gathered [PDF, 837 KB].
Community Think’s extensive engagement work, along with our own prior engagement work, has given us a clearer picture of the housing needs in the area.
Our focus now is on defining what role we can play in addressing the housing issues in the Hibiscus and Bays area. While the primary role of Kāinga Ora is to provide public housing, we also administer a range of home ownership products on behalf of the Government to help people into home ownership. As part of our housing plan for the Hibiscus and Bays Local Board area, we will be considering all the different levers we can use to address the area’s housing needs.
As part of this wider piece of work, we will have another look at our plans for our Bonair Crescent site in Millwater.
The site was purchased in 2020 because we believed it represented a good opportunity to deliver 37 good quality, two-bedroom homes for public housing. However, a lot has changed since then. The economic environment and property market are different, and Auckland has experienced a severe weather event which has impacted on housing stock across the city and changed our understanding of the risks posed by future severe weather events.
We want to relook at our plans for the Bonair Crescent site in that context to make sure we are investing in the right places across Auckland at the right time.

Why are you using an engagement collective?
This engagement is broader than we usually undertake as it involves several different suburbs. Due to the scale of the work, we have decided to enlist the help of an engagement collective that has expertise in drawing out different community voices. They will help us get more diverse voices.
Why did you choose Community Think?
They have proven expertise in achieving a deep reach into the community and canvassing a variety of different voices. They will co-create the engagement plan with local community stakeholders to ensure that we draw out as many different voices as possible.
What will happen at the end of the engagement process?
The feedback received will be analysed and compiled into a report, which will help inform the final version of the Kāinga Ora Hibiscus and Bays Development Plan. This plan will outline how we provide a variety of housing to meet specific needs in the area.

The community collective helping to facilitate the engagement is going to invite local community stakeholders to co-create the engagement plan. It is likely to involve a mix of in-person, online, individual and group opportunities for those in the Hibiscus and Bays area to express their views. What are you going to do with the feedback you’ve already received from the community about your development plans in the area?
The feedback we’ve gathered through the engagement work we have done on our plans for site-specific developments in the area will be considered as part of the Kāinga Ora Hibiscus and Bays Development Plan.
Community engagement and resources
A 16 level building with around 123 apartments is planned for a 1,753 sqm site at 9 Osterley Way, Manukau. The development will provide secure and sustainable senior housing for tenants aged 55+.
All the dwellings are designed to meet universal design requirements and a number of units will be designed to be fully accessible to meet the needs of our customers.

To help meet the high demand for housing in Auckland, around 180 new homes are proposed for a 15,285 sqm site at Rowlands Avenue and Waipuna Road, Mt Wellington.
Our intention is to better utilise this section by building new, warm and healthy homes, designed to complement the local environment and meet the needs of today’s tenants. We are also committed to keeping you informed on progress and update you on this milestone for this project.
What's planned?
This redevelopment will see the existing 58 homes replaced with a seven-storey apartment, six-storey apartment and 2x three-storey walk up apartments with new 180 homes:

To help meet the urgent need for more housing in Central Auckland, Kāinga Ora is looking at how we could redevelop our site at:
103 & 105 Vincent St, Auckland Central
- Land size: 1,860m2
- Existing homes: 2 storey complex and 7 storey building
- Status: Feasibility
- Expected Completion: First half of 2028
Community engagement
Update December 2023: we will soon begin deconstructing the existing buildings starting with 103 Vincent Street. The work is expected to begin in mid-October and be completed around February 2024. Our hours of work are as follows:
