Upper North Island
Including properties in and north of Taupō, work is under way across the Upper North Island building new state housing in your neighbourhoods.
Kāinga Ora is looking to construct these new, modern homes on vacant land and larger properties to better utilise our land.
Endeavour Avenue development - Hamilton
To help meet the high demand for housing in Hamilton, Kāinga Ora is looking at building new homes on the vacant Crown-owned land in Endeavour Ave, next to the Flagstaff shops. These modern high-quality houses will be a mix of public housing and privately owned market housing.
This almost 2 hectare site has been set aside for public housing for many years, and while previous investigations for housing were not progressed, the current strong demand for quality homes has seen new plans now developed.
Between May and July 2020 we shared early concept designs with neighbours, stakeholders and the community. During July and August 2020 we considered this feedback, concerns and questions raised. This has helped us refine our designs both to ensure we meet the pressing need for more housing in fast-growing Hamilton, while building homes which fit in with the neighbourhood.

We’ve made some changes
We have taken on board the feedback we have received, and the new plans mean:
- 60 homes, rather than 70
- all buildings to be two-storey, with the apartment buildings dropping in height from three-storey
- a change in the mix of public and market housing from half of each to approx. 35 public homes and 25 privately owned homes
- fewer homes and fewer vehicles will reduce the local traffic impact
- 139 off-street parking spaces provided, and 38 visitor parks.

We are looking at building 60 homes:
- 19 two-bedroom apartments in 5 two-storey buildings

- a community room with connected children’s play area is included.
The new homes would be:
- a mix of two-storey homes with gardens and 5 two-storey apartment buildings
- low maintenance, fully insulated, with double glazing, carpets and curtains
- built with a gable roof
- built to a higher spec than required under NZ building standards.
The development would include:
- landscaping and planting with specimen trees and natives, in keeping with the local environment
- broad shared paths to promote and connect to the existing pedestrian and cycling network
- 139 off-street parking for all homes, along with 38 visitor parking.

Frequently asked questions
What are the main differences between the earlier plans and these new ones?
There are 10 less homes (60 rather than 70 homes), the apartment buildings have been dropped in height from three to two-storey; this means all buildings on the site will be two-storey. Rather than a half and half mix of public and market housing there will now be 35 state homes and 25 market homes.
Why have the initial concept design plans been changed?
From the outset we have genuinely sought community and stakeholder feedback on these plans. The concerns we heard around the height of the apartments, the number of homes, and potential traffic and parking impacts in particular lead us to review these to try and address the most significant issues people told us about. These new designs will ensure we help meet the pressing needs for more housing in the city, while building homes which better fit the neighbourhood.
What engagement did you carry out on the earlier proposed plans?
Over a 10-week engagement period from May-July 2020 we connected with the community and stakeholders through factsheets and updates, two Zoom sessions, a community drop-in session, regularly updated webpages, and meetings with neighbours and stakeholders. Around 400 emails and feedback submissions were received covering a wide range of views. Read our engagement summary [PDF, 220 KB].
Will the resource consent be publicly notified?
Because the revised plans for the development are largely compliant with the District Plan, Kāinga Ora will not be seeking public notification of the resource consent as part of its application. Notification will be a decision for the Council to make as it considers the resource consent application.
What was the outcome of the petition opposed to the early plans for this development?
The petition was considered by the Social Services and Community Committee at Parliament. In their 5 August report the Committee said: “We have no matters to bring to the attention of the House. We recommend that the House take note of our report.” This can be found on the Parliament website(external link).
How much of a need is there for housing in Hamilton?
The housing market in high-growth Hamilton has been under pressure for some time. Kāinga Ora has around 3,120 homes in the city for people needing public housing, with around 350 extra homes delivered since the end of 2017. There is still a need for more homes with 1,281 eligible applicants on the Ministry of Social Development’s Housing Register at the end of June 2020.
Isn’t this land part of the park?
No. While this site has Flagstaff Park across its northern boundary and may look like it is part of the park, this 1.9 hectare site is Crown-owned land and was legally set aside for public housing around 12 years ago.
What design and quality standards would the development and homes meet?
Our aim is to create a community which is inclusive, thriving and connected, with homes which have been built with environmental sustainability outcomes, and which exceed NZ building standard requirements. The development has been designed with input from specialist architecture, urban design, landscape, and development and construction experts. We have received positive feedback about the proposed development from Hamilton City Council’s independent Urban Design Panel.

Why is this development proposed to have a mix of market and public housing?
One of the roles the Government asks of us is to provide high quality housing options for all New Zealanders. A mix of 35 public homes and 25 privately owned market homes of different sizes are planned, including nine which are accessible. This mix offers a wide range of options to Hamilton people needing homes.
Who will live in the new homes and for how long?
The public homes would be matched to individuals and families on the Ministry of Social Development’s Housing Register, giving priority to those in greatest need of a home, and considering location due to work, family, education and other factors. These would not be short-term or transitional stays, but be permanent long-term homes for individuals and families living in this community.
Who will maintain the Kāinga Ora homes and how does this work?
As with any rental property, the tenants have responsibility for maintaining certain aspects of their home. In terms of significant maintenance work or repairs, that is managed by Kāinga Ora and we have a maintenance team that co-ordinates and manages all of that work. The tenants in this development would be managed by a Hamilton-based tenancy manager who, as with any rental property, the tenants contact when the notice any maintenance or repair work is needed on their home.
How does Kāinga Ora work with and support their tenants?
We always help our new tenants settle into their new home and community. A key focus of ours is to ensure tenants understand their responsibilities, and that includes being a good neighbour and connecting with their community. If we are made aware of any concerns from neighbours, our Hamilton-based tenancy manager works quickly with our tenants to address these. The tenancy manager will have a regular presence onsite.
How would the market homes be delivered?
We are exploring options for how these would come to the market, and would expect a range of people to purchase these homes, including first home buyers.
Who would build the homes?
It’s too early to say right now, but to support regional economic development we would look to contract local build partners.
What will the impact be on other services in the community and what would be done to mitigate against those?
Any new housing development across the city has the potential to impact on existing services and businesses in a community in different ways, and it is not correct to assume this would be any more significant or different with this proposed development. As part of the resource consent application to Hamilton City Council we will be addressing many of these matters, including rubbish collection, water supply and stormwater disposal, provision for parking, and the impact of additional vehicles on the network.
Does this proposal meet the requirements of the Council’s District Plan for this part of the city?
The District Plan allows for mixed land use developments, as is proposed. The revised plans have seen a reduction in non-compliances with the District Plan and those which remain are considered minor. These and their effects will be assessed by the Council as part of the resource consent process.
What could be the impact on traffic from building these homes?
We will be investigating the potential traffic impacts and will submit a transportation assessment as part of our resource consent application. That assessment will look at the likely volume of traffic movements from the development, and how those movements could impact on the existing transport network in relation to safety and efficiency. The fewer homes now planned will reduce vehicle numbers and movements, and lessen the local traffic impact.
What parking would be provided?
139 off-street parks would be provided for the 60 homes. For visitor and other parking 38 on-street parks within the development’s loop road would be provided. This meets the parking requirements in the District Plan for this type of development.
Will there be enough space in schools in the area if these homes are built?
The Ministry of Education has provided the following: “In response to the expected population growth in this catchment the Ministry of Education has plans for additional classroom spaces in the junior and senior high currently underway. Endeavour Primary school has capacity to take additional students and this development will be factored into calculations for the future. We believe that overall the schooling network in the catchment area is well prepared to receive the expected number of new students from the Endeavour Ave Kāinga Ora housing project.
“Currently there is no evidence to support comments that the proposed Kainga Ora housing development project will result in an influx of students that will compromise the quality of education in the Flagstaff area or any of the neighbouring areas.”

What are the next steps and timeframes for this proposal?
We have shared this plan widely, and as a result of feedback have made changes to our plans which address most concerns. During September we will be preparing detailed plans for the resource consent application, which we plan to lodge in October. Subject to consents, would look to build these homes over 2021-2022.

- The demolition and removal of an old house on the land has been completed.
- Some of the new homes will be suitable for older people, with the rest being family homes ranging in size from two- to five-bedrooms. A community room that will provide a focal point in the area will also be built on the site.
- Earthworks are beginning December 2020.
- Civil works starting January 2021.
